Significant progress was made during the second half of the second year of the implementation with the development of tailored Terms of Reference (TORs) (job descriptions) for health promotion specialists across various levels of the healthcare system, including local health care units, the Institute of Public Health (IPH), and the Ministry of Health and Social Protection (MoHSP). Albania had not previously established TORs for health promotion specialists, making this project's contribution more noteworthy. By providing the necessary support for these TORs, the groundwork has been laid for evidence-based performance evaluation, while simultaneously enhancing transparency, accountability, and the overall responsibilities of health promotion specialists throughout Albania. This achievement signifies a significant step forward in advancing professional standards within the field, ensuring that health promotion efforts align with best practices and foster a culture of excellence in Albania's healthcare system.
